We're in a tricky spot with some safety modes, such as Tesla which need these to be dynamic, but we stopped giving the safety mode these messages if they're not in the rx checks anymore.
We now need to move the relay malfunction check into the fwd hook which still receives all messages. Honestly didn't know why I didn't think of this when writing #1903 (instead of the static config we now have)
