This allows setting the --local-web-sdk and --build-mode flags to benchmarks. This makes it easier to debug benchmarks that only fail with local engine changes.

This pull request adds support for passing --build-mode and --local-web-sdk flags to benchmarks. This allows for specifying a local web sdk to be used when running web-based devicelab tests. This is useful for testing local changes to the web sdk.
