Code Review

This pull request refactors how SDK version constants are defined in gradle_utils.dart. The change makes the integer values the source of truth and defines them as compile-time constants, which is a good improvement that aligns with Dart best practices. I've added one suggestion to apply this pattern to targetSdkVersion as well for consistency.
