  • This invention relates to a system and method for enforcing payment of parking fees
  • people are required to pay a parking fee in return for parking a vehicle such as a car in a particular location. They typically make payment by inserting coins into a parking meter at the location and receive evidence of their payment in the form of a printed ticket issued by the parking meter which they display inside their car such as by affixing it to the inside of the windscreen.
  • a parking inspector who has the job of enforcing the payment of parking fees, patrols these locations and inspects parked vehicles to verify that the appropriate parking fees have been paid. In order to do this the parking inspector searches for the printed tickets that should be displayed inside each vehicle and checks that the tickets are valid. If no valid ticket is found by the inspector they issue a parking fine.
  • the printed tickets described above normally carry printed information that is quite small and therefore the parking inspector must closely inspect the printed ticket to verify that it is valid. Further, various vehicle owners will display the printed tickets in different locations on their vehicle. For instance, some may affix the ticket to the inside of a passenger side window. The parking inspector must search for the ticket displayed on each vehicle.
  • Some printed tickets may be accidentally obscured from viewing from outside the vehicle such as by falling off the inside of the windscreen to the floor of the vehicle. In this situation the parking inspector will assume that parking has not been paid for. This results in a parking fine being issued despite the fact that parking was paid for .
  • the present invention provides a system for enforcing payment of parking fees including: means for recording parking information for a parking location, the parking information including vehicle identity information identifying the vehicle and parking validity information associated with the vehicle identity information and giving an indication of whether the vehicle is validly parked; means for making the parking information available for viewing on a screen of a mobile computing device of a parking inspector.
  • a parking inspector can view information relating to a parking location on a mobile display device, the information informs the inspector of whether vehicles are validly parked at a particular location. The inspector can therefore readily identify vehicles that have not paid appropriate parking fees without the need to visually inspect a printed ticket displayed on each vehicle .
  • the parking validity information gives an indication of the parking fees that have been paid in respect of the vehicle.
  • the vehicle identity information includes a unique vehicle identification number.
  • the unique vehicle identification number includes a vehicle registration number.
  • the vehicle identity information includes a parking location indicator.
  • the parking information is obtained from transactions made by use of a mobile telephone. It is possible to transfer a financial amount to a parking operator by conducting a transaction on a mobile telephone .

  • the payment mechanism is linked to a prepaid rechargeable cash card.
  • the parking meter displays a notice that indicates that the person can pay for parking with their mobile telephone and provides a telephone number to ring for this purpose.
  • the person or sender 18 dials the telephone number displayed on the parking meter and they are connected to a Voice Over IP (“VOIP”) gateway 20, which is a server that is connected to the mobile phone network and to the Internet.

  • the VOIP gateway 20 has Interactive Voice Response (“IVR”) capability and can detect voice and Dual Number Multi-Frequency (“DTMF”) tones (some gateways have a speech recognition module in which case information can be spoken instead of entered) . Furthermore, the gateway 20 has a Dialled Number Identification Service (“DNIS”), to identify the number that the sender 18 dialed. The gateway can use the number dialed to identify the type of service the sender wishes to use and so interact with the sender 18 accordingly. So, when the person connects to the gateway 20, the gateway 20 initiates a response to obtain payment from the person to pay for parking. When the gateway 20 receives the call from the sender's mobile phone 26, it detects the Caller ID (“CLID”) of the mobile phone 26.

  • the gateway 20 sends the CLID to central server 12 where account information is held in a database. Simultaneously, the gateway 20 prompts the sender 16 for the sender's Personal Identification Number ("PIN") associated with their prepaid cashcard account. The CLID of the sender's mobile phone 26 and the PIN are sent to the central server 12 for authentication of the sender 18.

  • the sender 18 dials into a gateway with his mobile phone or connects to a WAP gateway by going via the GPRS network, and is prompted to enter a PIN. After validation, the gateway prompts the sender 18 for the car's registration number and the parking meter's identification number, and the bay number (which will be on a sticker on the parking meter) .
  • the parking meter's identification number will include the merchant id, i.e. a number that identifies the parking lots' owner.
  • the sender 18 then hears (or see in case of a GPRS phone with a display) the parking meter's identification number, and bay number repeated back to him together with a recording of the name of the street which will have been looked up by central server 12.
  • the sender 18 is then prompted for the amount, and central server 12 checks the parking time that this allows and will read back the amount and the time for confirmation. Finally, the sender 18 is asked if any reminder should be sent before expiry. The details of the parking are stored in central server 12.

  • the parking inspector enters the car's registration number into their telephone 14 which causes a database query to be sent . to central server 12.
  • the central server returns an indication of whether the vehicle is validly parked along with details of the parking payment that has been paid for display on the screen of the GPRS telephone 14. In this way the attendant can determine whether the appropriate fee for parking the car has been paid.
  • the inspector can use the display device 14 to view the registration numbers of vehicles that the parking information indicates have paid in a particular location. By casting an eye over the registration numbers of the vehicles that are actually parked in that location the inspector can identify those for which the system has no record and thus quickly identify possible parking payment offenders.

  • a degree of graphics may be used such as to represent a layout of the parking bays at a parking location and indicating the status of parking in each bay by positioning text at an appropriate position in the graphical layout .

  • a parking meter with communication means may be utilised, a person may make payment by way of their mobile phone and the central server may send an instruction to the parking meter to print a ticket. This provides the person with physical evidence that they have paid that they can retain or display in their vehicle.
  • the parking meter may record the parking information and store it locally to the parking meter.
  • the parking meter is fitted with a Bluetooth communication chip that interacts with a similar chip fitted to the mobile display device of the parking inspector when the parking inspector is within range of the parking meter to make the parking information available to be viewed by the parking inspector.
  • the bluetooth enabled parking meter can also establish a link to the central server via the bluetooth enabled device of the parking inspector or a person paying for parking.
  • the above described system and method provides an improved way of enforcing the payment of parking fees with at least the advantage that the parking inspector can view information on a mobile display device which informs them of payments and identifies vehicles associated with the payment. This allows the attendant to readily identify vehicles for which parking has not been paid without making a rigorous inspection of printed tickets affixed to the vehicles .

Abstract

La présente invention concerne un système destiné à encourager le paiement de frais de stationnement, comprenant un élément (12) destiné à l'enregistrement d'informations de stationnement relatives à un emplacement de stationnement, les informations de stationnement comprenant des informations d'identité de véhicule identifiant le véhicule et des informations de validité de stationnement associées aux informations d'identité de véhicule et indiquant si le stationnement du véhicule est valide; et un élément (12) destiné à fournir les informations de stationnement à un inspecteur des stationnements pour qu'il puisse les visualiser sur l'écran d'un dispositif informatique mobile (14). Un inspecteur des stationnements peut visualiser les informations relatives à un emplacement de stationnement sur le dispositif mobile (14). L'inspecteur peut ainsi facilement identifier les véhicules pour lesquels les frais de stationnement n'ont pas été réglés de façon appropriée.
