- Preferred crosslinkers are those selected from the group consisting of allyl ethers of sucrose and allyl ethers of pentaerythritol, and mixtures thereof.
- Examples of commercially available hompolymers of the first type useful herein include the carbomers, which are homopolymers of acrylic acid crosslinked with allyl ethers of sucrose or pentaerytritol.

- Phase B is then added to Phase A with mixing to form the emulsion.
- Phase C is added to neutralize the composition.

- a second premix of oil phase ingredients other than the silicones is prepared by mixing and heating and is added to the aqueous premix. The resulting mixmre is cooled. The silicones are then added to the resulting oil-in-water emulsion and the mixmre is cooled before adding minor ingredients.
