Problem description:
In public read only view of a board, list dragging is enabled even though the list cannot be reordered.

To replicate:

• make board public
• open board link incognito or logged out
• drag list to new position

Current behaviour
List can be dragged but not moved/reordered (which is expected behaviour for public read only view)

Preferred Behaviour
Disable list dragging in public read only view as it makes mobile left/right scrolling almost impossible and is unnecessary if list reordering isn't allowed.
