Description

Add an "admin" tab to the user profile page. The tab will eventually list actions that may be performed on the user (e.g. set LOA, A15, etc). For now, only create a card for assigning A-15.

Requirements/Expected Behavior

• Add "admin" tab to user profile.
• Create a card containing an action to issue A15.
• Upon clicking the action, a dialog should appear with a form to fill out a reason for the A15.
• Once saved, automatically create a file entry.
• Disable "A-15" option in file entries menu.
