Replication Steps:

1. Create a surcharge with a country and a zip code and a region
2. Save the surcharge
3. Edit that same Surcharge
4. Observe that the zipcode and region are both missing (also not saved in the db)

Also observe that if you only edit the zipcode the "Save" button is not activated.
