Currently when you upload a new roster of users, the confirmation screen displays a list of emails that show active users (which is a list of all of the users included in the .csv that you just uploaded.) It also displays a list of emails that are inactive -- and includes a list of every inactive user associated with that country.

It would be better if the inactive users just displayed the NEWLY inactivated users. Those who were active until the new roster upload and are now being marked as inactive since they were not included in the recently uploaded .csv.

The advantage here is to be able to confirm that you want to inactive those individuals. But if it displays a huge list all of the in actives, it's hard to quickly confirm and mistakes can be made.
