Requires: infracost/terragrunt#13 Refactors the `TerragruntHCLProvider` to include a `terragruntPathToValue` which is passed to the `TerragruntOptions`. This is used by the Terragrunt library to fetch certain nested deps. See infracost/terragrunt#13 PR description for more details.
