Better change detection #197
Description
This changeset is technically a change because GET /users/:user_id/tickets/:ticket was previously returning a 204 No Content, and now it returns a 200 OK with a full representation.
- Change the changelog generator so it has awareness to when something has been changed (and not just added and/or removed).
