Problem description

These bootstrap commands are not run on projects that have Forge installed, so it makes no sense to incorporate them as part of the core Forge CLI/API and keep them bundled in node_modules on Forge projects.

Proposed solution

create-electron-app should instead incorporate the code for both bootstrapping commands.

Alternatives considered

The status quo would be to keep the commands bundled together.
