Currently, CRI-O contains specialized high-performance tuning logic as high-performance runtime hook.
This makes us need to maintain domain-specific performance optimizations rather than focusing on fundamental container runtime responsibilities.

I think NRI is well suited for this purpose, so I propose to create a NRI plugin to achieve high-performance tuning, and deprecate runtime hooks.
