About the pull request
removes access lock on houndmaster's quarters on pred ship, removes the hellhound callers, and adds sleeping hellhounds to the cells that are used to summon hellhounds instead
fixes: #10637 while im here as well
Explain why it's good for the game
waking up a sleeping hellhound is way cooler than magic hound spawner, and "gameplay features shouldnt be behind fluff rp roles" -wise yautja councillor
