This splits out the operating-system-related store functionality from the existing
affectedPackageStoreinto a newoperatingSystemStore. No functional change is made in this PR (this exists in order to make #2540 smaller). This additionally sets up for thedb searchto later be able to use OS-related functionalities natively.Partially addresses #2446
