This PR takes GHA CD functionality from release/v2 and ports it over to master. This is a partial solution and only implements the v1.1.3 -> current bv0 -> current bv2 upgrade path.

The plan is to iterate on this to implement the desired v1.1.3 -> v2.0.0 bv0 -> v2.0.0 bv2 -> current bv2 -> current bv3.

• Implement Features from the original GHA CD PRs Development Env and Release CI/CD - Part 3 #1848 Development Env and Release CI/CD - Part 2 #1829 Development Env and Release CI/CD - Part 1 #1811
• Add master (and future main) as CD branches so we can reduce unintentional drift.
• fix python tests broken by proto file changes.

Future Work

Iterate on these changes to implement the full desired upgrade path v1.1.3 -> v2.0.0 bv0 -> v2.0.0 bv2 -> current bv2 -> current bv3.
