Attach the wide-charecter, like chinese charecter to NCL (NCAR Command Language) graphic Files

WCHAR.ncl is a ncl lib file that contains several functions and procedures to Encoding and Dotting.

wchar_test.ncl is a ncl test scripts of chinese character.
