Data Portal Overview

The INHOPE Data Portal dashboard is a project deliverable that serves as a public-facing platform to present key performance indicators (KPIs) and metrics related to the INHOPE network and the ICCAM platform. This interactive dashboard, built using Power BI and published on the INHOPE website, aims to provide easily understandable information to the public.

The dashboard (funded by the European Union) showcases key indicators and metrics related to the INHOPE network and the ICCAM platform starting from the year 2020, divided by quarters and by year. It features nine carefully selected indicators that align with INHOPE’s annual report. These indicators offer valuable insights into the organisation's progress and performance.

Terminology:

The number of confirmed illegal URLs allows to track the INHOPE’s network success in identifying illegal content.
The total number of reported URLs represents the quantity of potential illegal content reported. A higher number indicates the effectiveness of the INHOPE hotlines network in encouraging people and analysts to report potentially illegal activities.
The action step indicator, represented as a percentage of the total content reported to law enforcement.
To provide further context, triangle indicators are placed next to these four metrics. They display an upward or downward trend in comparison to previous quarters or years, based on the selection made in the time slicer.

Annual Report 2024

INHOPE’s 2024 Annual Report offers a snapshot of the current state of global child online safety. Luxembourg Guidelines - 2nd Edition

The Terminology Guidelines, dubbed the ‘Luxembourg Guidelines’ after their adoption in Luxembourg earlier this year, offer guidance on how to navigate the complex lexicon of terms commonly used relating to sexual exploitation and sexual abuse of children. They aim to build consensus on key concepts in order to strengthen data collection and cooperation across agencies, sectors and countries.

Global CSAM Legislative Overview 2024

The 2nd edition of INHOPE’s Global CSAM Legislative Overview maps CSAM legislation in 61 countries, revealing key legal discrepancies that impact cross-border collaboration. It highlights ongoing challenges such as outdated terminology, inconsistent regulation of digitally generated and artistic CSAM, and urges harmonisation of laws to strengthen global child protection efforts.

ISP stands for Internet Service Provider, which means organisations that provide connectivity to the internet. This also refers to ESP’s (Electronic Service Providers)

ICCAM

ICCAM

INHOPE’s secure software solution to collect, exchange and categorise reports of child sexual abuse material. ICCAM is used by INHOPE hotlines in different jurisdictions (countries) and INTERPOL. The name ICCAM is derived from the phrase ‘I see Child Abuse Material.’

What is a hotline?

A hotline enables the public to anonymously report online material they suspect may be illegal. A hotline analyst will investigate the report and if confirmed illegal, they act to have the content removed from the internet as rapidly as possible.

A ‘Report’ (when we talk about a report to a hotline) is a URL that has been reported to a hotline by a member of the public or industry that contains potentially illegal images or videos. One report can contain an unlimited number of images and videos. Often a single report can have a thousand CSAM items.

Assessed images & videos

Assessed images & videos: In order to determine the illegality of images and videos on a particular URL, an analyst has to review the content that is visible on the reported URL. Assessed images and videos refers to all the images and videos that have been found on the reported URL.

Content removed

Content removed

Content (CSAM) removed is the time stamp recorded on ICCAM when a hotline confirms that the instance of the image and/or video has been removed from the internet.

ICCAM Reports

Forwarded ICCAM Reports: When a hotline receives a report from the public or industry, an analyst reviews the report to determine whether it is illegal. If deemed to be illegal CSAM, the analyst traces its hosting location and then instantly forwards the URL to the hotline in the hosting country. The forwarding takes place within ICCAM (INHOPE’s secure platform).

Notice and Takedown

A Notice and Takedown order is a procedure for asking a Hosting Provider (HP) or search engine to
immediately remove or disable access to illegal, irrelevant or outdated information hosted on their
services.
