This pull adds the https://termux.dev/security page with info on how to report vulnerabilities in Termux components. Each repo's
SECURITY.mdfile can have content likeCheck https://termux.dev/security for info on the security policies and how to report vulnerabilities, instead of duplicating the info in each repo and then having to update them all if changes are made. It will also make things easier for forkers.Related pull termux/termux-packages#25157
