use the existing dump_to directory in the CompileOptions to dump the inputs to PjrtCompile. The topology must be dumped to this directory by the plugin-specific "compile" impl, because the PjrtTopologyDescriptionProto is not yet genericized. PiperOrigin-RevId: 786758428
