…itter By default, we rewrite ragged dots to regular dots in xla:gpu. This adds the option to bypass the rewrite. Currently, the emitter is not implemented & it would fail, but this flag allow me to roll out incremental improvements to a rather large change. PiperOrigin-RevId: 785374355
