Code in MhloDialect uses MLIRSparseTensorDialect, so it needs to be linked against for shared library build to work.

Code in MhloDialect uses MLIRSparseTensorDialect, so it needs to be linked against for shared library build to work. This was causing builds to fail for onnx-mlir when updating versions.
