Describe the bug

Disabling 'save application state' from preferences does not disable the saving application state feature.

To Reproduce

Steps to reproduce the behavior:

  1. Go to preferences > User Interface > Turn off 'Save application state' radio button.
  2. Open query tool, erd tool etc.
  3. Quit/reopen pgadmin
  4. QT and ERD tool tabs are restored.
    Another scenario
  5. Turn on 'Save application state' > Open different tools > Turn off 'Save application state' > Restart pgadmin > tools are restored.

Expected behavior

As 'Save application state' behaviour is turned off, tools should not be restored.
