local: bugfix for punned named arguments with type annotations (#3)
A bug in the previous patch for locals causes ocamlformat to incorrectly
format local arguments which are punned with a label and have a type signature:
fun ~(local_ x : t) -> ...
by putting an extra invalid pair of parens around (x : t). This patch removes
the parens.

Was being misformatted as:
tripping the round-trip check.
Now we keep the parens.
(It's hard to do this only if the
ifis to the left of a semi-colon. So, instead, this PR just always parenthesizes thethenbranch of anifwith noelsewhen it begins withlocal_. These parens would be unnecessary if it is not followed by a semicolon, but I believe this should approximately never happen in real code.)
