Background

While numia was ingesting pools, they came across pool 1176 (a CW pool) with malformed data. This caused time spent in considering how to deal with a pool that is malformed and will never be used. Once we add the CW pool API checks at pool creation time, we should in the next upgrade handler remove any pool that does not conform to this standard.
