What steps will reproduce the problem? 1. plugwise configuration with about 10 Circles (amount might be relevant)
2. Quartz jobs dont get scheduled
3. "touch" of any of the configuration files solves the issue, configuration is re-read, quartz job gets scheduled and plugwise starts successfully What is the expected output?
