This removes:

• The old gitlab CI definition (we're almost done moving everything to github actions).
• The circleci configuration (we're building mac wheels using github actions too).
• The nightly handlers (we don't have a nightly pipeline, and we don't automated code to post to slack).

Partly addresses #23, and has some overlap with #35 (which I've asked to be split into smaller chunks).
