I have forked a version of tumult-analytics and enabled the issue templates. These templates can therefore be tested in my repo, specifically by following this link. To see the drafts:

This PR adds issue templates to the repository. In order for these to become active the repo settings have to be adjusted to enable issue templates. Instructions can be found here.
This PR seeks to resolve Issue 30.
