For the `spi_host_winbond_flash_test`, we can test 24 MHz on silicon rather than just 16 MHz if we add a small additional idle CS delay to the SPI host configuration. Signed-off-by: Alex Jones <alex.jones@lowrisc.org> (cherry picked from commit fa6a527)
