This PR restores the
kpt alpha rolloutscommand that was removed in the Replace 'GoogleContainerTools' references with 'kptdev' in kpt repo PRThe rollouts module had to be temporarily remoed due to a module circular dependency between the rollouts module and the base kpt module. Now that the kpt module has been merged, the rollouts module can refer to it using it's new "kptdev" path.
