Description
This PR is a prefactor to make the process of constructing a task definition clearer:
TaskId/TaskNameout ofturborepo-libso they can be available ifturbo.jsonever moves to a new crateturbo.jsons on disk become task definitions.Highly suggest looking at each commit on it's own.
