Is it possible to exclude single workspaces from a single pipeline?

Here's my pipeline setup:

"pipeline": {
    "dev": {
      "cache": false
    },
}

Now, I have one project which has a "dev" task in packages.json, but I don't want to run it automatically when running turbo dev.

Is it possible?
