"ResolvedCompileFileDefinitions" doesn't include the packages that do not have a "lib" folder. However in case of the "KernelExtension" nuget package, we may just have a "interactive-extensions/dotnet/.." folder.
Hence we should use the "PackageReference" property to do the path discovery
