This combines setup into the parallel_runner script in order to avoid Circle's weirdness with removing images. It also splits up the unit test suite into 2 lists. Naively alphabetically ordered and split in 2. It's good enough for now though.
Test runs are now ~30 minutes vs ~50 minutes.
