During store shutdown, nodehost.Close() sometimes hangs on Publish, because raft
listener leaderUpdated got stuck when leasekeeper shutdown and no one process
leader update events.
This PR adds a method to remove listener. When watchLease() received quitAll
signal, it removes the listener.
