I think this is the better answer for us regardless of whatever is magically detected by Renovate, and it will save compute and other noise from meaningless rebases.

📔 Objective
This PR adds the
rebaseWhensetting with a value ofconflictedso that Renovate PRs are only rebased when there are conflicting files that need to be addressed before merge. This setting was added explicitly since the default value ofautodoesn't seem to be following the documentation Renovate provides.⏰ Reminders before review
