This PR enhances the fees report. Basic changes:

• previous methods getFeesReport and getFeesReportCsv are marked as deprecated and after UI implementation and sending to production would be removed in the next PR
• adds new methods getTotalFeesReport and getTotalFeesReportCsv
  • symbol params should be a string coin (like in ledgers) instead of a pair, eg: "symbol": ["UST", "USD", "BTC"]
  • one or both of the isTradingFees: true, isFundingFees: true params are required, if no one is passed throws an error
  • isTradingFees param covers: trading fee - category 201
  • isFundingFees param covers: position funding cost or interest charged - category 27, used margin funding charge - category 226, unused margin funding fee - category 228, derivatives funding event - category 29.   • adds cumulative result to a response and to CSV export
• adds 228 category for margin funding fee
• adds v30 DB migration
