While logged in as an administrator and editing a user that has the setting 'Prevent the user from changing the password' enabled; the administrator is also prevented from setting a new password for that user.
Instead, they must disable this setting, save the change, change the password, then re enable the lock.
I would not expect this to prevent administrators from setting new passwords. Given the admin can disable the lock themselves, it just adds unnecessary steps.
