- updated Sponsors Acceptable Use section
- moved Matching Fund terms to this doc
- clarified that Orgs can't receive match and won't have their Sponsorship matched, and sponsorship that originates from a user or organization account with a published GitHub Sponsors profile can't receive match
- tightened and cleaned up the Financial Terms section
