Terms to have one account per a human don't stop spammers/flooders/cheaters but create troubles to ordinary users. Since a record in db takes less space than even a small repo and there no free privates repos for every user this restriction doesn't make sense. So I suggest to remove this restriction completely. Anyway, ToS won't protect GitHub from flooding or making fake stars, and GH has reserved the rights to delete accounts on its own.

You both make very good points. Unfortunately, this is less of a legal or technical concern and more about keeping things under control with regard to namespace exhaustion, community management, and other even more mundane topics. Despite how we may feel about it personally, this is not a policy we're able to reconsider at this time.
