Code Review
This pull request switches the license generation and verification process to a new C++ based tool, licenses_cpp. To support this on CI, a new is_minimal_linux build flag is introduced to handle environments with fewer dependencies, like the autoroller.
The changes are consistent and well-integrated across the build and CI configuration files. However, I've identified one potential issue in the new autoroller script where the new build flag seems to be missing, which could cause the autoroller to fail.

@jason-simmons @jtmcdole I want to give this one more try. I was able to actually test it on the docker image this time. If this fails I think we should more towards downloading prebuilt executables. (That may actually be a better long term solution , filed issue: #173141) |

Disabling the usage of pkg_config can be centralized in the https://github.com/flutter/flutter/blob/master/engine/src/flutter/shell/platform/linux/config/BUILD.gn script which defines those configs.
For example, the x11 config can be replaced with:

packages = [ "x11" ]
}
} else {
config("x11") {}
}
Doing that will remove the need to patch all the other build scripts that depend on //flutter/shell/platform/linux/config targets.

Let's give this one more go, otherwise we'll have to switch to downloading a prebuilt binary. ## whats new since revert I've added `is_minimal_linux` flag which removes targets that can't be processed by GN on the autoroller image. Let's give this one more go, otherwise we'll have to switch to downloading a prebuilt binary. ## whats new since revert I've added `is_minimal_linux` flag which removes targets that can't be processed by GN on the autoroller image.
