Code Review
The pull request rolls Clang to a new version. I've added comments to the code where more context or explanation would be helpful, particularly around the use of NOLINT suppressions. Adding these explanations will improve the code's maintainability and ensure that the suppressions are justified.

WindowsTest.NextFrameCallback failed test looks real / repeatable?
This version is currently used by Dart.

The test is spawning a thread that could remain running after the test function exits and possibly access a variable on the stack that has gone out of scope. Added a fix, and the test is now passing in the runs that I tried on CI. |

This is a much more recent version of Clang than what we were previously using. But I don't know if it handles that use case. |
