- Fix the wrong traffic light alignments while writing lanelet2 maps

- When loading OpenDRIVE map, the road network will be connected automatically

Update Dockerfile

Without explicitly installing lanelet2, when loading a lanelet2 map .osm file we get the following error: "Lanelets that are diverging and merging at the same time are not permitted." with some map.
