Release more phase 3 fonts built from source using pipeline.

This adds/updates about 75 families built from noto-source on
Sept. 15th, with a full complement of weights (and in some cases,
widths).  The number of individual font files has increased to about
1,400.

Added Adlam.

Fixes for Naskh (Regular, non-UI) and Hebrew.

Only phase2 fonts (not built from pipeline) are under the main

hinted/unhinted subdirectories as of this commit.

Subsequent releases will include pipeline-generated versions
in these directories as well.

Initial phase 3.

This is the first release of noto-fonts that includes phase 3 fonts in
the hinted/unhinted subdirectories.  The new fonts are Armenian,
Cherokee, and Hebrew.
