Not every AWS region supports SimpleDB, e.g. eu-central-1. The result is that
SimpleDBRecorder,SimpleDBConformityClusterTrackerandSimpleDBJanitorResourceTrackerfail with HTTP errors while connecting to SimpleDB.This PR adds support for an override configuration that can be enabled when using these regions.
