The change implements the feature to support maximum termination per period. The property value is a double representing "maximum termination count in the last one day(24 hours)". It can be bigger or smaller than 1.0. When it is smaller than 1.0, say x, the Chaos monkey translates it into "have at most 1 termination in 1/x days".
The property name is "NS...maxTerminationsPerDay".
