What is in this change?

• Add tooltips for workspace names and workspace threads on hover
• Previously would just truncate with 3 dots and users would not be able to see the full workspace/thread name
• Uses document level tooltips with createPortal in order to prevent tooltips from getting cut off

Additional Information

• Diff for frontend/src/components/Sidebar/ActiveWorkspaces/ThreadContainer/ThreadItem/index.jsx is much simpler than it's showing. Had to wrap in a fragment <></> in order to add the tooltip.
