When in multi-user mode
And i create a new user
The default permission is chat-only

Chat-only permission:

• Cannot view settings of instance
• Cannot modify workspace settings
• Cannot modify documents in workspace
• Can send chats and /reset their chats
• Can toggle between query/chat mode
