When kong is used with a database we have to setup up the gateway services and behaviour via admin apis or the admin GUI
is there a way to get the initial setup auto created using declarative syntax (using kong.yml)
also is there any possibility for sqlite to hold secrets, because if database is off, I was expecting secrets to be updated, or newly created on the fly and the kong.yml will hold the gateway configurations in place
