Add Ruff and auto commit. Ruff is one of the standard Linters in home assistant these days, replacing Black, Flake8 and a few others. Auto commit ensures the safe changes suggested by Ruff and pre-commit are actually processed when the developer doesn't have the same pre-commit workflow setup locally.
